Two people face arson charges after Sunday's six-hour fire in the vacant tannery on Victoria Street, the third fire in the building in two years.
The building has been on the city's vacant-property registry since 2021 and on its demolition-by-neglect watchlist since March.
The owner, a numbered company, has not responded to the city's last four orders. The fire has now done part of what the orders asked.
