The Chronicle traced eleven Kitchener buildings — 380 units — to a single numbered company whose registered address is a mailbox in Vaughan and whose only tenant contact is an inbox that answers with a ticket number.
The company's file at the Landlord and Tenant Board runs to sixty-one applications, forty-eight of them filed by the company itself.
City bylaw has an enforcement file too. What it does not have, staff concede, is a person.
